The Al Wafd Party witnessed widespread disagreements over the past weeks on the background of accusing Abu Shoka of choosing the names of the candidates in the National List for Egypt. This list  was launched by the “Nation’s Future” party, which is close to the regime of President Abdel Fattah El-Sisi, with the participation of 11 political parties, to run in the elections of the Parliament , without taking the agreement from the party. And as a result, Bahaa Abu Shaqqa declared his resignation from the presidency of the Party and to designate Foad badrawy, the General Secretary to take the necessary measures to elect a new head of the party.

Repression is also against workers

During the past days, the security forces arrested a number of employees in the companies of the Public Business Sector, according to their families. A glimpse of hope: the signing of a ceasefire agreement

This week witnessed the start of the path of the political dialogue in Libya and the signing of the ceasefire agreement among the Libyan parties. This step is considered as the most important event during the past two years which witnessed a great war in Libya and resulted in a deep societal division among Libyan.

The countries in the UN Security Council called on the Libyan parties to “abide by their pledges and fully implement the agreement”, regarding the permanent ceasefire which was signed by the two parties of the Joint Military Committee (5 + 5) in Geneva on Friday 23 October, after four days of talks which was under the United Nations missions auspices in Libya. In a press release, members of the Council welcomed the permanent ceasefire agreement in Libya, calling on “the Libyan parties to show the same determination in reaching a political solution through the Libyan Political Dialogue Forum (LPDF).”

The permanent ceasefire agreement included 12 articles and  the most prominent article is the agreement of the two parties of the committee to evacuate the contact lines from the military units and the departure of mercenaries within three months. In addition, the formation of a joint military force, stopping “hate speech” and opening roads in all regions of the country. The signing of the permanent ceasefire agreement in Libya was widely welcomed internationally and regionally, while the local welcome was cautious. The Turkish President, Recep Tayyip Erdoğan, questioned the agreement, as it was not signed by “high-ranking representatives” as he described it.

In this context, the Minister of the Interior of the Government of National Accord, Fathi Bashagha, warned that the “fragile” ceasefire in Libya would not continue unless the foreign countries stopped interfering in the conflict. Bashagha stated to the “Financial Times” newspaper, that the biggest challenge would be “foreign interference”, or the lack of international support to help the Libyans to “implement a ceasefire”.  And the UN mission announced that the Libyan parties had signed a permanent ceasefire agreement which ended 19 months of fighting since April from the past year.

Bashagha stated that the Field Marshal Haftar “would not represent a threat if his foreign supporters abandon him”. He  added that he (Haftar), represents a danger due to the support of foreign countries that supply him with weapons and military equipment. But he also stressed that the foreign forces that support the Al-Wefaq (Government with National Accord) should leave, in addition to weapons and air defense systems.

The Financial Times Newspaper, quoted Tariq Majerisi who is a specialist in Libyan affairs at the European Council for Foreign Relations, that the ceasefire reflects an international consensus on the need for a political settlement in Libya. But he added that there is a need for more international pressure on foreign powers that support the Libyan factions, and continued saying that: “Who would tell the Turks and the Russians to leave? ..

The Turks send daily military flights. The Russians and Haftar’s forces have built defensive structures from Sirte to Al-Jufra, would they abandon it?

But Bashagha said that the countries that bet on “Haftar’s victory have begun to reconsider their situation” and he added that: There is a change in the Egyptian situation.. It is clear .. He said that the first goal for Egypt is always its national security, according to him. He added that there also appears to be “ a positive change” in Moscow, adding that: “It is not clear if the UAE has changed its situation” regarding supporting Haftar.

Stephanie Williams, the deputy head of the United Nations Support Mission in Libya (UNSMIL) for political affairs, also expected that  the upcoming peace talks would set the date for holding general elections in Libya after the ceasefire was agreed last week.

Commenting on the criteria of the UN Mission in choosing  the interlocutors in Libya, the Commander of the Sirte/Al-Jufra Operations Room, Ibrahim Bait Al-Mal, expressed his surprise regarding the names on the list of the Libyan political dialogue in Tunisia.

The discovery of mass graves

The Director of the Information Office of the Tracing Authority, Abdulaziz Al-Jaafari, confirmed the discovery of four new mass grave sites in the Al Rabt project in Tarhuna. He explained in a statement to Libya Al-Ahrar Channel: The search teams have begun exhuming bodies from the new sites, and their numbers would be announced once ending the exhumation.

On the 18th of October , the Searching for Missing persons Commission revealed that twelve bodies were exhumed from five mass graves that were discovered by the Al Rabt in Tarhouna. The Missing Persons Commission announced the exhumation of 102 bodies from the areas in Tarhouna and the south of Tripoli which resulted from Haftar’s aggression from the fifth of June until now. According to the commission’s report which was published in the last period, what was discovered varied between bodies and human remains which most of it was recorded in Tarhuna  with about 74 cases. In addition to the exhumation of other cases from the city hospital, while the bodies exhumed in southern Tripoli regions reached 28.

After abducting Mr. Bayou, the head of the Media Authority.. Everyone would be repressed by the  armed militias

Mr. Baio, President of the Information Authority

Commenting on the continued abduction of Mr. Bayou who is the head of the Media Authority in Libya, Abdel Moneim Al-Yaseer, the head of the National Security Committee in the outgoing General National Congress, said that the arrest of Muhammad Ba’ayu confirms that no one is safe anymore. And that there is no difference between the young protesters and a senior official in the government Al-Wefaq (GNA), as everyone is subject to the brutality of the armed militias that control the western region. And in his statement to the Asharq Al-Awsat in London, he mentioned that ministers in the government were besieged more than once and chased by militias by using weapons to force them to issue decisions with appointments in leadership positions, specifically  in embassies abroad, which they succeeded to achieve.

He accused the Muslim Brotherhood and the Libyan armed Group, of systematic planning tto prevent the army and police from returning after the revolution, in order to allow the incursion of these militias to intimidate Libyans and exclude any opposition against them. He explained that most departments, sovereign ministries and banks are subject to be guarded from irregular militias and that the leaders of those militias  used to impose on everyone in Tripoli, especially bank managers and ministers, to grant them salaries to large numbers of their members, otherwise they would be kidnapped. And he warned from the consequences of the continuation of the current situation and its impact on the future conditions of the country, especially with the continuation of capital flight abroad. Al Yaser pointed out that politicians and officials in important positions were abducted, stripped from their clothes, filmed and threatened  to post these videos on social media. They also threatened businessmen to abduct their children and wives, so some businessmen fled from the western region.

The increase of the cases of Corona raises concern

Regarding health level, Libya announced on Wednesday, the 26th of October 2020 , the largest daily increase in infections and deaths of COVID 19, which raised fears that the outbreak of the disease would put the country’s health system in trouble. And the Libyan National Center for Disease Control announced that there are 639 total cases of infection in the country, including 17 deaths, after 44 new infections and 4 deaths were recorded. Experts believe that the number is higher than that, especially since the tests which are conducted by Libya to detect the “Covid 19” disease are few.

The National Center is one of the few state institutions that make up the shortfall of the health situation in the country. The number of cases in Libya has more than quadrupled in the past few weeks, largely due to the return of citizens from abroad. And there is an alarming epicentre in the remote southern Sabha, where health facilities suffer from the shortage of protective equipment.

The political and parliamentary newsletter A vague political and parliamentary scene

Huge rejections to the draft revision of Decree No. 116 related to regulating the media sector

One of the most important topics that occupied the public opinion this week was the consideration of a number of important draft laws in the Assembly of the Representatives of the People of Tunisia. The most important is the draft revision of Decree No. 116 regarding regulating the media sector. On the 20th of October of 2020, the Democratic, Reform and Long Live blocs demanded, in a joint statement, opening an investigation following the legal breaches regarding the conditions of the plenary session of the Assembly of the Representatives of the People which was held on the 7th of October 2020.  In addition to the surprise of some MPs that their names are among the voters on the exceptional measures decision, and the delay in publishing the list of voters on the exceptional measures for two weeks. And the three blocs in the same  statement, expressed their refusal to pass the revision of the draft Decree No.116 which was submitted by the Parliamentary Troika, due to its explicit contradiction with the constitution and the suspicion of benefiting for some of the political parties  in the Assembly that adopt this project.

On the other hand, the Republican People’s Union, in a communiqué, expressed its strong rejection of the draft revision of Decree No.116, considering that as a subordination to the media.

The Union also condemned the efforts of some parliamentary blocs  to pass the draft revision of the decree, stressing that this is a violation of the constitution.

The Board of Directors of the Independent High Authority for Audiovisual Communication also sent an open letter to the Prime Minister to express its regret and surprise at the withdrawal of the draft Basic Law on Freedom of Audiovisual Communication that the previous government had submitted to the Assembly of the Representatives of the People on the 9th of July of 2020, expressing the danger of the initiative to revise Decree No.116

Calling all the professional structures of the sector to an urgent meeting regarding these dangerous developments in order to discuss the various proposals and procedures to ensure that the freedom of the media is without prejudice.

Regarding the union side, the head of the Journalists Syndicate, Mahdi Al Jelasi, considered that the proposal to revise Decree No.116 is unconstitutional and dangerous that threatens the media scene in Tunisia and only serves the interest of some political parties.

The Speaker of the Assembly of the Representatives of the People stressed the need for the government to publish the joint framework agreement for Tunisian journalists, which was signed by various parties since January 2019, in the official Gazette to allow the implementation of its various items, which include enhancing the capabilities of journalists and enabling them to have a respectable wage, and social and health coverage. Adding:

“Unfortunately, journalists did not get what they deserved regarding improving their financial, living and professional conditions.”

In this context, the Speaker of the Assembly of the Representatives of the People expressed his support for the Press Syndicate to achieve their demands.

Protests and skirmishes and the mutual accusations among the representatives

The plenary session of the Assembly which was devoted to examining draft laws, witnessed skirmishes and mutual accusations between MPs Samia Abbou, representing the Democratic Bloc, and the deputy for the Dignity Coalition, Abdul Latif Al Alawi.

The session also witnessed protests from the representatives of the Democratic bloc, Long Live bloc and a number of individual representatives after Samira Al Shawashy, the first deputy of the speaker of the Assembly of the Representatives of the People, refused to give the voice to the head of the Democratic Bloc, Mohamed Ammar.

It is mentioned that the Representative Adnan bin Ibrahim tore up the Rules of procedure of the Assembly of the Representatives of the People.

Samira Al Shawashy announced, at the beginning of the plenary session which was held on Tuesday, the 20th of October 2020, the distribution of tasks and responsibilities in the Parliament’s Bureau

Regarding the partisan movement, and after a set of resignations in the movement, the number of members of the bloc became 9 members only, and Reda Sharafuddin was appointed as the head of the National Bloc.

The issue of the possible extension of Rached Ghannouchi’s presidency of Ennahda caused a great controversy in the movement, and many leaders in the movement asked whether Ghannouchi would head the movement for life? And Head of Ennahda Shura Council, Abdelkarim Harouni, commented in this regard, that the proposed initiative for a consensual conference and achieving leadership alternation in Ennahda is directed to all the movement’s institutions and not to the Group of 100

Abdelkarim Harouni considered that the Ennahda conference is a national event that would renew its projects to be attractive to youth and women and couldn’t be reduced to a chapter in the law  “to inform the movement’s president that his mission is over.”

He stressed that everyone inside Ennahda is abided by the Main Law, including its president. “And the movement is well aware of the meaning of democracy, freedom of expression, and institutions decide by a majority that expresses the opinions of its people”

An expected reluctance from participating in the upcoming elections

% 0
of Tunisians do not intend to vote in the legislative elections

In the midst of a political and economic instability, it is worth asking concerning the aspirations of the Tunisians and their situation regarding their living conditions. Sigma Conseil revealed, according to its Opinion Poll that 73% of Tunisians do not intend to vote in the legislative elections, which is an alarming percentage, while Kais Saeied continues to be in the first place in the intention to vote for the presidency by 64.8%, despite only fulfilling 9% of his electoral promises, according to the “I Watch” organization. It is clear that President Kais Saeied is striving to complete the fulfillment of his electoral promises, as he submitted a draft law of a draft basic law regarding “ the reconciliation to recover public money in order to serve development and enter the stage of consultations with political parties.

And the primary version of the draft stipulates that everyone who was sentenced or was subject to judicial investigation on the date of its issuance would benefit a reconciliation from acts related to assaulting public funds or harming the administration in all its forms, except for what happened from them by the use of force, weapons or threats.

The Health situation: between fear and hope:

The health situation predicts danger, as the covid department of the Hussain Bozian Regional Hospital in Gafsa has reached its maximum capacity due to the lack of sufficient numbers of beds for patients or the suspects of being infected with the Corona pandemic. Due to the increasing number of infections with Coronavirus, the Regional Committee to Combat Coronavirus in the state of Gafsa approved imposing a curfew at night delegation of El Guettar in the Gafsa governorate for two weeks, which can be extended. At the international level, the exacerbation of cases with Coronavirus has led to the withdrawal of Tunisia from the list of countries that travelers from it are allowed to enter the European Union. Organisation tunisienne de défense du consommateur expressed its fears in this regard.

During a dialogue session in the Assembly, he confirmed the return of the production to its normal pattern in November, and thus the prices would drop.

Frequent assaults and solutions :

Regarding combating violence and assaults against women, especially after the recent rape crimes and the frequent assaults on women in the country, the Center of Arab Women for Training and Research-CAWTAR launches from November 2020, a new digital application that enables women to notify once she is subjected to violence, in a good supporting sign from the center.

This application, according to what was revealed by the coordinator of Combating Violence against Women Program at the “CAWTAR” Center, Hadia Balhaj Youssef, enables the woman to choose five people that they are close to her to follow her geographical location when moving from one place to another, where she can inform one of these persons when she wants to go to a specific place to follow up her movements and ensure that she arrives safely. Besides informing the authorities in the event that her destination has changed and he is unable to contact her.

This application also enables the woman in case something happened to her, to send a short text message to the person whom she chose to guard her. So that he, in turn, informs the relevant authorities and provides them with all the necessary information and data.

As for violence against children, social media users shared a video that shows a person who abused a child and filmed him naked.

And the Vortex of frequent rape continued during this week, as on Wednesday, the 21st of October of 2020, a security source confirmed that the agents of the National Security Center in Bouficha from the governorate of Sousse arrested a young man who stopped a 10 year old girl on her way back from school, and threatened her with a knife trying to sexually assault her, but her shouting drew the attention of passers-by, so he escaped.

When he was brought before the child inside the center to identify him, she fell into a coma, which necessitated her transfer to the nearest medical center for treatment, while the suspected person was kept there pending investigations.

Some people took advantage of the critical situation of the country to carry out acts of violence and chaos. The Hospital Rabta in the capital, on Friday evening, witnessed a painful incident, where people attacked the medical and paramedical team and destroyed the medical equipment in the resuscitation ward, due to the death of their elderly relative, refusing to undergo a Corona test.  The Tunisian Association of Young Doctors condemned this attack, and called in a communiqué to the Ministry of Health to do its responsibilities in securing emergency departments, especially in the current circumstances, by supplying sufficient human and material capabilities.
