Multiple initiatives to solve the oath crisis failed:

A number of politicians and jurists initiated proposals to the three presidencies in order to resolve the current crisis in the country and keep the country away from all political disputes. It is a crisis that impedes the work of the government and obstructs the economic and political movement. Among these initiatives comes the initiative of Rached Ghannouchi, the head of the Ennahda Movement and the Speaker of the Assembly who sent a letter to the President of the Republic which included an initiative to solve the current crisis through proposing a  tripartite meeting for the three presidencies. The Speaker of the Assembly called on the President of the Republic as considered “the symbol of the state’s unity” to gather rivals in order to find a way out and a set of solutions through dialogue and changing opinions and consultation concerning the country’s conditions and the decisions it requires, coinciding with the complex, economic, social and health crises that the country is experiencing.

In an attempt to solve the crisis, the authority of constitutional review of draft laws concluded in its response to the letter of the Prime Ministry, the need to expedite the formation of the Constitutional Court, as it is the only one empowered to settle such disputes of a constitutional nature.

In the same context, the Confederation of Tunisian Citizen Institutions (CONNECT) called, on Monday, the three presidencies and political parties to show a spirit of responsibility and wisdom to get out of the current political crisis. In a report, it expressed “its concern towards the stifling and continuing political crisis in the country, which has exacerbated its repercussions on the economic and social situation.”

As for the Head of the Free Constitutional Party, Abeer Moussa, she considered that the President of the Republic, Kais Saeied, is part of the political crisis and has proven that he has accounts that do not differ from the rest and that in the midst of accounts the state has been lost

the President of the Republic, Kais Saeied,

The confrontation marathon between the three presidencies:

On the other hand, the movements and statements of the three presidencies were characterized by mobilizing their supporters on one side or for the purpose of making alliances or acquiescing to supporters or supposed opponents on the other side. Confrontation through the various statements of the three presidents. Meanwhile,Rached Ghannouchi, the Speaker of the Assembly considered in an opinion article published in the USA TODAY newspaper on Saturday that the Tunisia is witnessing challenges, including “the rise of movements that evoke nostalgia for the old regime and seek to return to the authoritarian past of one-man rule instead of pluralism and the democratic system.” .

Ghannouchi stated that the populist situation in Tunisia has taken the path of attacking democratic institutions, elected officials and political parties, disrupting their work, and feeding the idea that complex and deep-rooted social and economic challenges can be addressed through a return to the rule of the “most effective” strongman, or the installation of a “dictator” . And this is a hint and an implicit reference to the President of the Republic, “Qais Saeed”. In clear contradiction to his initiative for reform and his message to the President of the Republic in this regard.

During his meeting at the Presidential Palace with Hafez Al Faitouri, one of the civil society activists who was born in Skhira, Sfax, the President of the Republic has stated that “unfortunately there are many in Tunisia who protest while showing the contrary of their intention. However, we have one face and we do not have two sides. We chose the path of honesty, the path that the youth chose, the path that began at the end of 2010 and the beginning of 2011, and for those who chose hypocrisy according to circumstances, desires and interests, surely there will come a day when the people will expel them after history has spelled them out.Referring to Sheikh Rashie Ghannouchi and the Ennahda Movement , which shows Qais Saeed’s steadfastness on the principle of escalation and distancing himself from calm and dialogue.

Meanwhile, the meetings of the three presidencies during this week were marked by the character of a marathon competition between the three of them. At the time the President of the Republic met with the President of the Tunisian Journalists Syndicate, Muhammad Yassin Jelsi, the texts related to press freedom that Tunisia had known for more than a century, starting in October 1884, were discussed at the beginning of the meeting to this dayAt the end of the week, Prime Minister Hicham Mechichi at the Government Palace in the Kasbah, in consultation with the president of the National Union of Tunisian Journalists, Mohamed Yassin Jelassi. The Head of the National Union of Tunisian Journalists stated that it was agreed with the Prime Minister on the need to accelerate the referral of the audiovisual law to the Assembly of People’s Representatives, and to follow up the development of the activation of the terms of the agreement signed between the government and the Syndicate of Journalists in December 2020.

As for the Speaker of the Assembly of the Representatives of the People, he received the Director of Diwan FM Radio, Mr. Abbas Masdi, Director General of Diwan FM Radio, and Mr. Mahdi Bin Omar, Editor-in-Chief of the Radio, and Mrs. Gehan Al Ghammari, Editorial Officer at the Tunis office , in the presence of Mr. Maher Mazyoub, Assistant President-designate With flags and contact. This was followed by a radio dialogue with the same radio station four days after this meeting..

At the time when the President of the Republic has made an interposition during the high level open dialogue of the Security Council concerning the effect of climate change on international peace and security, the Speaker of the Assembly of Representatives has supervised thethe opening of the fifth regional symposium on the water magazine project. And the Prime Minister Hicham Mechichi received at the Government Palace in the Kasbah the President of the Tunisian Union of Agriculture and Fisheries, Abdel Majid Al-Zar. .

During this week, the president of the republic held a meeting at Carthage Palace with ambassadors of the EU countries led by Mr. Marcos Cornaro, the ambassador and the head of the EU Mission in Tunisia.

During this week, at the Cabinet’s Palace, the Prime Minister, Hecham Mechichi has met the ambassadors of France,United KingdomTurkeyUSA.

Meanwhile, Rached Ghannouchi, Speaker of the Assembly of the Representatives of the People, received at the Bardo Palace Mr. Blome Donald Armin, the Ambassador of the United States of America in Tunisia, in the presence of Mrs. Samah Damak, President of the Committee on Rights, Freedoms and Foreign Relations.

At the time, we wonder, is it possible today to reach an agreement between the three presidents and to reach the country to safety, at least on the level of stability of the political scene?

Intensive governmental and parliamentary work to support the country’s development:

In addition, the Assembly is  making efforts to solve the country’s health crisis and urging citizens to register for vaccination by providing them with more guarantees, as the Assembly of the Representatives of the People approved with 92 votes for the draft law related to controlling exceptional provisions for civil liability resulting from the use of vaccines and anti-virus drugs “SARS-Covid-2” and reparation for the damage caused by it.

On the background of the protests of El Kamour Movement and the closure of an oil pumping station for several times by the protesters, the Prime Minister was keen during his meeting with the governors and security bodies on Friday, February 19  to emphasize the need to secure vital production sites in the country, explaining that the elapsed period witnessed disruptions in some strategic production sites for the national economy. The disruption of production in the mining basin in  Gafsa has directly affected the scarcity of ammonia, which has negatively affected the agricultural sector.

Violations against children’s rights

The Independent High Authority for Audiovisual Communication (HAICA) monitored violations against children’s rights for this week. The Board of the Independent High Authority for Audiovisual Communication decided, in its session held on February 9, 2021, to place a fine of 5000 dinars on the private radio channel “Smile FM” (EFM) for violations related to failure to respect child protection, the child’s right to personal and confidentiality, and the protection of his best interest. The Board also decided to delete the video clip of the violation from the official website of the channel and all its social media pages and not to rebroadcast it.

Public institutions are in imminent danger and the shadow of privatization of public institutions is returning:

In the midst of the recent crisis in the Tunesar Foundation, the Secretary-General of the working organization, Noureddine Al-Taboubi, announced that there will be a meeting on Friday evening with the Prime Minister, the Minister of Transport, representatives of the University of Transport and representatives of trade unions, in order to counter all trends aiming to miss out in public institutions. Taboubi also confirmed that there is a tendency towards a strike that will not be limited to Tunisar, but will include all public institutions. In addition, He  stressed in the same context that the country today is witnessing a battle for national sovereignty and rational reforms to enable public institutions with many problems to be able to play their role in the economic dynamism.

Before the escalation of the crisis, the President, Director-General of Tunisia, Olfa Al-Hamdi, had suggested to the leadership of the Labor Union, instead of striking and threatening to strike, to support the national carrier by intervening to lift the mentality over the National Supply Company by the National Social Security Fund, considering that the solidarity of public institutions is Rescue rectifier. Indeed, the strike has been canceled and an urgent working session will be held between a government delegation led by the Prime Minister and a union delegation led by the Secretary-General on the status of TUNISAIR and the latest developments in the company. During this session, it was agreed to lift the obstacle of the National Social Security Fund at the expense of the National Supply Company, with coordination with the Ministry of Social Affairs regarding rescheduling the company’s debts.

Meanwhile, verbal quarrels and mutual accusations continued between the TUNISAIR CEO “Olfa Hamdi” and the Secretary-General of the Labor Union, who stated that she was not a competent person to assume this position and that she increased the severity of the crisis. She published a confidential letter from the head of the labor union on her Facebook account which proves that Al Taboubi asked her to give him information about the  employees of the institution. She emphasized that the cost of this advance is estimated in the billions. Thus, she questioned the Secretary-General’s intention to save the institution, as he is requesting funds from a sick and critical institution. Which caused her to be dismissed from her job. Al Taboubi subsequently confirmed that he had been threatened with death and that he would file a case for the purpose.

Renewed demands that aren’t new:

On the other hand, work was suspended on Friday, February 19, 2021 in the port of Rades, as a result of a protest stand carried out by the agents of the customs office at the invitation of the National Union of Tunisian Customs Officials in front of the offices of the administration and the bureaucracy. This protest comes as a result of the authorities ’neglect of the demands of those working in this corps, according to the general clerk of the Syndicate of Customs agents, who described this as grievous, pointing to an authority on them, confirming that the union is heading towards further escalation.

The Coordination of El Kamour also decided a general strike for a period of 3 days, starting on Wednesday, February 17, 2021.

Is the health situation deteriorating after the emergence of the new strain?

The issue of the new strains of Coronavirus caused confusion within the country, as on Friday, February 19, two suspected cases of infection with a new strain of the virus were discovered. The Director General of Public Health confirmed that the new strain, which was discovered in Tunisia since the second week of February, “is a strain specific to Tunisia, but it carries some of the particles that were discovered in the modified strain in Britain and South Africa.”

Transitional justice in Tunisia is a far dream:

The debate continues concerning the final report of the Truth and Dignity Commission after the talking of the existence of fraud and a group of violations after comparing the copy that was delivered to the Presidency of the Republic and that which was published with the official gazette of the Republic of Tunisia, especially in the part related to the file of what was known as the French Bank.in this context the public charge of state disputes raised A criminal complaint against the Truth and Dignity Commission and everyone who will be revealed by the research.Ali Abbas, the general in charge of state disputes , confirmed that last Monday, his statements were heard from the Public Prosecution about the complaint file on suspicion of fraudulent reports of a dispute file related to the French Bank of Tunisia BFT This arbitration dispute Publication No. 04/12  of the International Center in Washington for Settling Investment Disputes between the Tunisian State and the “Arab International Business” Company “ABCI”, has reached the final stages of which are expected to be ruled at the end of March if the ongoing reconciliation efforts at the present time fail.

The law on the repression of the attacks against the security forces returns:

Controversy continues over the bill on the repression of the attacks against the security forces, especially with the successive recent security assaults on citizens, especially youth and lawyers, in recent protests. As these violent and irresponsible behavior by the security forces reached a brutal and bloody extent that cannot be overlooked, such as the case of the young Ahmed, who was tortured in a way that led to the removal of one of his testicles. This increased the anger of Tunisians and their rejection of the bill which is considered a disguised immunity and a grave breach of the provisions of Article 21 of the Tunisian constitution.

It is noteworthy that the bill of this law posed a major problem even in terms of its formulation, as it contained loose phrases that do not fit the principle of a narrow interpretation of the penal text and serious provisions, including Article 18, which is a disastrous chapter as it opens the way for security personnel to practice various types of violence against citizens, And granting them absolute immunity that is not enjoyed even by judges, the head of state and representatives. In addition, It severely affects freedom of journalism and media freedom
