The Minister of State Information, Osama Heikal, resigned from his job, due to special circumstances, according to the spokesman for the Prime Minister,[1] Nader Saad. Haykal’s resignation comes after the House of Representatives approved on March 31, an interrogation of the Minister in preparation for the withdrawal of confidence from him, after he twice apologized for attending to respond to Accusations by parliamentarians of financial and administrative corruption, which was considered by the speaker of parliament, Hanafi Jabali, as an affront to the prestige and dignity of the representatives.

Representatives, most of them from “the Future of a Nation Party” and members of the “Youth Party Coordination”, attacked Heikal on January 19, while delivering a statement to the deputies about the role of his ministry in the government program, and demanded that he’d resign and return the sums he received for his presidency of the Board of Directors of Media Production City, in addition to his work, as a cabinet minister, in contravention of Article 166 of the Constitution, which prohibits ministers from working in other agencies. Later on February 13, the Culture and Information Committee in the House of Representatives, headed by Doria Sharaf al-Din, announced its objection to the minister’s performance, and recommended the abolition of the ministry and the accountability of a financial and administrative structure for what he committed Of irregularities and waste of public money. The committee’s report said that the Ministry of State for Information charged the state budget with 12 million pounds within six months, and the ministry did not result in a tangible role.

The Parliament informed Haykal to attend to discuss the culture and media report about his statement that he had previously delivered before it, but the minister apologized in mid-February and demanded that discussion of the committee’s report be postponed for two weeks, so that he could prepare a response to it. After the passage of more than a month and a half, the parliament re-inserted the committee’s report for discussion in the plenary session, and informed the minister to attend, but he apologized for the second time , despite being informed that the deputies had accepted an interrogation against him. According to Article 225 of Parliament’s bylaws, interrogation is waived when the capacity of the person to be interrogated has ceased or by the end of the role during which it was presented.

Exemption of “the Long Live Egypt Fund” from all fees and taxes 

The House of Representatives approved, in principle, amendments to Law No. 84-2015 establishing the Long Live Egypt Fund, submitted by the government to exempt the fund from all fees and taxes, and the heads of parliamentary bodies and representatives supported the law in principle. According to the explanatory memorandum, the draft law was issued and the fund is concerned with assisting state agencies in establishing service and development projects, developing slums, limiting the phenomenon of street kids and the homeless, establishing micro enterprises, infrastructure projects, small projects for youth, and other projects that contribute to supporting the socio-economic situation in the country, and the establishment of development projects on which new companies are fully owned by the fund, or contribute to their capital, in accordance with the rules and regulations issued by a decision of the Prime Minister.

Regarding financial exemptions to the fund, Article 8 of the law disposes that the returns of the fund and credit facilities granted to it be exempted from all taxes and fees, with the provisions of the income and stamp taxes laws and the state resource development fee not applicable to the fund, and no other type of fees and direct taxes shall apply to it whether they are Imposed now or future.

There is no prejudice to the Minister of Transport and it suffices to hold the railways employees responsible for the multiple train accidents

In a related context, the Public Prosecution is completing its investigations into the Cairo-Mansoura train accident, as the Benha Center Prosecutor decided to seize the train driver and his assistant. The tower official and the headmaster of the Sandenhor station, near which the accident occurred, and authorized the burial of the bodies that were identified among the victims, and decided to assign forensic medicine to analyze the DNA of unidentified bodies, and three parties are investigating the accident, which are: the Railways Authority, the Public Prosecution, in addition to a committee that ordered the President of the Republic to be formed from the Administrative Control Authority, the Armed Forces Engineering Authority, the Military Technical College, and the Faculties of Engineering , In order to find out the causes of the accident, which is scheduled to submit its report to the President of the Republic.

The Public Prosecution held the Minya al-Qamh train driver, No. 339, and the superintendent of the Benha station, responsible for another accident that occurred last Wednesday, when the fifth and sixth train wagons derailed during the train journey between the two cities near the Minya al-Qamh station in the Sharkia governorate, which resulted in injury 15 people, according to the Ministry of Health statement at the time. 

Regarding the disbursement of compensation to the families of the victims, the head of the insurance pool for highways, subways and railways of the Egyptian Insurance Federation, Muhammad Abu Al-Yazid, said that the pool had not received the data of the deceased and injured in the accident, as it was obligated to pay immediate compensation as soon as the victims’ data arrived, indicating that the value of compensation in death cases reach 30.000 pounds while total or partial inability cases’ compensations are estimated accordingly.

Will Egyptian diplomacy succeed in solving the problem of the Renaissance Dam before starting the process of the second filling of the dam?  

The Ministry of Water Resources and Irrigation issued a statement refuting what it described as the fallacies that were published regarding the second filling of the Grand Ethiopian Renaissance Dam, referring to Ethiopia’s opening of the low exits in the Renaissance Dam in preparation for draining the central part of the dam to start ramping works to implement the second filling process. The implementation of the second filling process, and the retention of large quantities of water, will greatly affect the river system, because the only control during the filling process in the quantities of water discharged from the dam will be these exits that Egypt demanded in 2012 and 2015 to increase to meet the needs of the two downstream countries. Moreover, Egypt  offered to finance its cost, but Ethiopia said that these openings are sufficient for the needs of Egypt and Sudan, which the statement denied explaining that the situation will be more complicated, starting with the flood season in July, because the openings will launch a disposal less than usual received in July and August, especially with the occurrence of problems. For its part, Ethiopia presented its position to the Security Council, last Friday, according to a statement by the Ethiopian Foreign Ministry, in which it called on the United Nations Council to urge Egypt and Sudan to return to negotiations and respect the negotiations led by the African Union describing the two downstream countries that they do not negotiate in good faith, And that they are not ready to make the necessary concessions to reach a win-win result for everyone, according to the statement, which also said that Egypt and Sudan chose to thwart the negotiations and internationalize the crisis to exert pressure on Ethiopia that it described as unnecessary. This comes a week after the Egyptian Foreign Ministry submitted letters to each of the Secretary-General of the Nations. The United Nations, the President of its General Assembly, and the President of the Security Council, requesting that it be circulated as an official document explaining the dimensions of the crisis, while Sudan addressed the Security Council to intervene in the crisis.

The Presidency of the Republic renews the declaration of a state of emergency in the country and issues a presidential amnesty on the occasion of Ramadan   

In implementation of the republican decision to pardon some of the convicts who had fulfilled the conditions of amnesty on the occasion of Ramadan, the prison sector released 1,686 inmates who had met the conditions of amnesty . The President of the Republic also issued a decree declaring a state of emergency throughout the country for a period of three months. 

On Monday morning, the Prisons Authority of the Egyptian Ministry of Interior carried out death sentences against 9 of those sentenced to death by hanging, in the storming of the Kerdasa police station. Sources said that the verdict was carried out in the early hours of Wadi al-Natrun Prison, where the Public Prosecution notified the families of the accused to receive the bodies of Their relatives from the morgue on the morning of the middle of the month of Ramadan The Cairo Criminal Court had sentenced 20 defendants to death by hanging in their retrial in the case known in the media as the Kerdasa massacre, and in July 2013 the Kerdasa police station was subject to an armed attack that killed a number of officers and recruits, following the dismissal of former President Mohamed Morsi, within several waves of violence Egyptian cities witnessed it. The accused were charged with killing a policeman, attempting to kill others, possessing weapons, sabotaging security and police installations, and deliberately damaging them. 

The implementation of this ruling at this time has sparked criticism from many regional and international bodies, as well as numerous condemnations of human rights organizations and bodies opposing the death penalty, locally and internationally. 

“Workforce” decisions contribute to enhancing the value and role of women in the labour market    

“The workforce” issued two decisions and were published in the Official Gazette, one of which allows women to work at night, while obliging the employer to provide safe transportation for working women during this period, which was prohibited under Article 89 of the Labour Law. The second decision reduced professions that are not permitted for employment of women in it, which was defined by a decision of the Ministry of workforce (equivalent for employment ministry) for the year 2003. The old decision absolutely prohibited the work of women in various professions such as manufacturing spirits, crackers, fertilizers, pesticides, asphalt and its derivatives, painting metals and exposure to radioactive materials, managing or controlling motor machinery … and others. As for the new decision, it specified professions with chemical, physical, biological and engineering risks, and prohibited women from practicing them only during pregnancy and lactation periods. The only profession that the old and new decisions absolutely forbade is the work of women in mines or quarries, except with limited exceptions. 

Tension between the Egyptian medical syndicate’s Council and the Minister of Health denies the lack of medical capacity in Upper Egypt (southern region of Egypt)   

Members of the Doctors’ Syndicate objected to the numbers of doctors ’deaths announced by the Minister of Health. The union had announced that the number of deaths of its members due to the Coronavirus approached 500 , while Minister Hala Zayed said that only 115 doctors died due to their infection with the virus in isolation hospitals, and the rest It was a societal injury. 

Commenting on the lack of medical capacity in Sohag governorate last week, with the high number of injuries and deaths in the governorate, as well as the high number of injuries in other governorates in Upper Egypt such as Qena, the Minister of Health also denied that the ministry’s capacity was insufficient, adding that what was raised in the past period was the lack of clinical capacity in some governorates is untrue, and that she went to isolation hospitals in four governorates in Upper Egypt, and verified the status of clinical capacity there.

The Minister of Health also pointed out that the rates of weekly infections, which were recorded during the current epidemiological week, rose to 5,845 cases per week, compared to 1,248 cases during the same epidemiological week last year. It is an increase of almost 5 times,  noting that the governorates of Cairo and Giza Minya, Faiyum and Sohag are the top 5 governorates in terms of casualty numbers. 

While the number of doctors who have died because of the Coronavirus has reached 492, according to the official page of the Egyptian medical syndicate.

 

Tunisia

The assembly of the People’s representatives between the establishment of the Constitutional Court and the political and economic crises

The crisis of the Constitutional Court is still standing still until the President’s request for a second reading of the bill is considered by the Assembly, as the latter appointed sessions on next  4, 5 and 6 May to consider this in order to reach a solution and enable the establishment of the Constitutional Court, which has become One of the first priorities during this stage, especially after the recent statements of the President of the Republic and his constitutional interpretations, which some described as anomalous and unique. 

The Assembly of the Representatives of the People, during a plenary session that took place on Tuesday, April 27, 2021, approved a draft law related to the approval of the loan agreement concluded on March 31, 2021 between the Republic of Tunisia and the International Bank for Reconstruction and Development to provide additional funding for the Covid-19 confrontation project, with a majority of 139 votes, 6 reserves and two rejections.

The chief of government continues series of meetings of the House of Wisdom, and resorts to the World Bank

The Central Bank confirmed that the balance of the central account will rise to the limits of 4487.9 million dinars at the end of 2020. To get out of this crisis, AL Mechichi is making efforts at the national and international levels. On Monday April 26, 2021, the fourth House of Wisdom meeting devoted to consultations on economic recovery And stimulating investment under the supervision of the chief of government and in the presence of the Governor of the Central Bank, with the participation of the President of the Tunisian Union for Industry, Trade and Handicrafts, the President of the Tunisian Union of Agriculture and Fishing and a number of experts in the economic field, continued. The meeting held discussions today about the tax collection system in Tunisia and the best ways to develop it, in addition to the issue of stimulating investment. 

On the international level, the director of the International Fund directed to the chief of government their intention to keep Tunisia as a reliable partner. The director also welcomed the recent consultations and meetings of the government with its economic and social partners to prepare an economic reform program.  She confirmed that she asked her team to start technical talks with the Tunisian authorities upon receiving the reform program, which led to the organization of a visit by a Tunisian government delegation headed by the Minister of Finance to discuss a new financing program with officials of the International Fund, the World Bank and US Treasury officials.

Ennahdha movement continues to support the chief of government and other political parties, to the detriment of the president

In a statement, the chief of government affirmed that he would not abandon the recent ministerial change, since the ministers had gained the confidence of Parliament, according to him, and their endeavors would be in the end to assume their duties. 

While the recent leaks of Parliament Member Rached Khiari sparked a great controversy, which necessitated his referral to the Military Prosecution to verify the validity of his statements, which in turn referred the review report to Khiari’s video to the security unit specialized in examining the election campaigns, where the first investigating judge directed the Permanent Military Court of First Instance of Tunis has a number of charges against a member of the Assembly of the Representatives of the People, Rached Khiari, as he issued an arrest warrantagainst him. The charges include “doing something that would weaken the army’s spirit of military order and obedience to the chiefs or the respect due to them and criticizing the actions of the General Command or those responsible for the actions of the army or the nation.” With the intention of harming the national defense and plotting against the internal security of the state, it is intended to replace the state body or to compel the population to attack each other with weapons and to establish contacts with the agents of a foreign country with the aim of harming the military situation of Tunisia. ” 

In response to these accusations, the United States Embassy in Tunisia denied Khiari’s statements and rejected assigning any funds on its part to President Kais Saiid to support his election campaign. It also indicated in a communiqué that it fully respects the integrity of Tunisian democracy. 

Following the subpoena issued against Al Khiari , the head of Parliament Rached Ghannouchi submitted a request for a hearing to the Minister of Defense about this warrent against Khiari, denouncing the matter, as he considered it necessary to refer to the head of the assembly and consult him in order to issue such warrents against representatives  who enjoy immunity . It seems that Ghannouchi’s defense of a certain class of parties and political parties is not new, as the scenario of his previous defense to the Dignity Coalition deputies in the violence events in the Council and his procrastination in issuing a statement of condemnation at the time is repeated.

The hearing request also sparked controversy within Parliament, as the Second Deputy Speaker, Tarek Fetiti , insulted the validity of this request, as Al-Fati confirmed in a post on Facebook , that the correspondence addressed to the Minister of Defense to inform him of the request of the Committee for Organizing Administration and Affairs of the Armed Forces to hold a session hearing about the warrent against MP Rached Khiari , does not represent the parliament and is formally defective and he can choose to not come to the parliament, because it is signed by the general clerk of the council and not its president/ head. Indeed, the Minister of Defense apologized for attending this session.

The conflict of prerogatives between the two heads of the executive manifests itself through new appointments

The state of conflict and rivalry over prerogatives between the chief of government and the President of the Republic is still ongoing and is even deepening, especially after the recent statements of the President regarding his jurisdiction as the leader of the Civilian Armed Forces,  where the chief of government appointed  Mr. Lazhar Longo as Director General of the special forces and also appointed Mr. Elyes Menkbi as Minister Adviser to the chief of government In charge of security and defense . It is reported that Mr. Elyes had occupied the position of the head of the director general of Tunisian Airlines, a colonel in the Army of Aviation and the commander of a fighter plane, and it is clear that these appointments are intended to confirm his leadership of the of the civilian security forces.

Strengthening the country’s diplomatic relations: normal government actions or a search for new support for the chief of government?

In the same context of discussing possible solutions to get out of the political and economic crisis, the chief of government seeks to strengthen diplomatic relations. On Thursday, April 22, 2021, he spoke at the Government Palace in the Kasbah with the Ambassador of the European Union in Tunis Marcus Cornaro  as well as the Ambassador of France in Tunis André Parant  in addition to the Spanish ambassador to Tunisia, Guillermo Ardizon Garcia. 

Health and Media Crisis

Following the recent memorandum issued by the Minister of Health recently regarding restricting doctors’ statements, Amnesty International called on the Tunisian authorities to withdraw the ministerial order imposing sanctions on doctors and health workers who make unauthorized statements about the situation of the Covid-19 pandemic in Tunisia. 

After the Tunis Africa news agency crisis was resolved, the crisis is renewed today with the Haika, where the owner of the illegal radio channel “The Holy Quran” Saiid Jaziri tried to turn the balance and lodged a complaint against the Haika, accusing it of theft and attempted assassination. As a result the head of the HAIKA is brought before the Zaghouan police station. 

Regarding this crisis, a member of the Independent High Commission for Audiovisual Communication, Hichem Snousi, revealed during a press conference that it had been agreed with the Presidency of the Republic to form an independent working group of experts in law and media that would present its report to the National Security Council regarding the danger of these institutions violating the law on national security. The Head of the Independent High Authority for Audio and Visual Communication, Nouri Laajmi , stated that Haika applied Article 31 of Decree 116, but the Public Prosecution’s handling of the file raises suspicion and  many questions.

He indicated that the owner of the Holy Quran Radio, SaiidJaziri, lodged a complaint after the broadcasting equipment was seized. On April 22, the public prosecution was informed  of the  “theft of equipment and the attempted assassination”, and starting the following day, the Public Prosecution began the procedures, as it became clear that important documents were absent from the case file despite their submission by the Commission while the judiciary was notified of the process of seizing the equipment, and a ruling was issued to nullify the seizure decision. Despite the appeal, the Public Prosecution sent a request to HAICA demanding that it returns the seized equipment, that may have entered Tunisia through smuggling, which is absurd. 

Engineers’ strike continues

Concerning the strike of the agents of the Technical Agency for Land Transport and the crisis that it caused, the chief of government employed a number of these agents to serve the interest of the citizen. The Agency extended the validity period of the technical examination certificates until the crisis resolved. On the other hand, the Tunisian Council of Engineers’ syndicate informed the three presidencies that the strike continues to include public institutions and establishments, calling on state-employed engineers to prepare for a strike. The Council also called on all offices of studies and consulting engineers to boycott all government projects, and holds the government accountable for the repercussions of the continuous strike of the engineers of public institutions since March 29, 2021 and the resulting disturbances or suspension For public facility.

Cases are increasing day by day and have not retreated from the 2000 threshold, and deaths have reached the limits of 100 cases per day. Also, the highest death toll was recorded on April 23, 2021, amounting to 107 cases. Additionally, the country faces the danger of the spread of new strains, which pushed the scientific committee into taking new decisions including the return of the compulsory quarantine for persons that are coming from abroad, the restriction of the work of cafes and restaurants to open spaces, and the continued suspension of classes.

The Minister of Health, Faouzi Mehdi, during an interview with the 1st national channel , clarified several points, especially:

In a follow-up to the vaccination campaign, which is taking a slow pace. Indeed, until now, only 3%  of the citizens have been vaccinated. The chief of government  has also received the first dose of vaccination,  in order to urge and encourage citizens to receive vaccination. The latter also confirmed that his government is seeking to provide reanimation beds. 

In the same vein of combatting the speard of the virus and  facilitating dealing with the crisis in addition to interacting with the dynamic pricing of the diagnosis of COVID-19 on both the global and local markets’ scales,  it was decided, after consulting with several parties, to reduce the price of analysis from 209 dinars to 170 dinars . The Ministry of Health has also deployed mobile medical teams to vaccinate the elderly, people with limited mobility, and those imprisoned by moving to their locations. 

The NGO I Watch, detected a set of violations and deficiencies in the vaccination system, mainly represented in the absence of a communication strategy related to the “EVAX” system, as well as the lack of respect for the principle of priority.

Libiya

Dabaiba’s government and the inevitable confrontation with the difficulties of its mission:

Last week, the Libyan political arena went through some positions that demonstrated, in one way or another, the difficulty of the Dabaiba government’s task in unifying the political decision inside the country and the imperative of confront and dealing with these difficulties in an attempt to overcome what happened during the last period of fighting between Libyans, after the plane was prevented by the national unity government  from landing at Benina Airport in Benghazi, last Sunday, which is the visit that was scheduled for the purpose of holding the third meeting of the Council of Ministers. The plane was prevented from landing on the pretext of the presence of armed men in it.

The Deputy Chief of government  of the Libyan National Unity Government, Ramadan Abu Jinnah, expressed concern that the plane accident in Benghazi would cause the collapse of the political process in Libya, and that this incident would represent an opportunity for those seeking the collapse of the political process in Libya, and it is regrettable that any party seeks to continue the state of political division And the disintegration of the state and the blackmail of its institutions, and that there is no interest for any national party to introduce Libya into a cycle of division and violence again. He stressed that their position in support of stability becomes stronger whenever the political process in Libya is subjected to attempts of corruption and stopping , indicating that this position is consistent with the majority of the Libyan people who reject  the continued obstruction and political blackmail that hinders all attempts to advance  development, national reconciliation and restore national sovereignty.

Abu Jinnah stated that his government has begun communicating with all Libyan actors in order to restore hope that the political process in Libya will proceed according to the wording and spirit of the Libyan political agreement sponsored by the United Nations, and everyone agreed to implement it, respect its provisions and not obstruct it.

In this context, the Chief of government  of the Interim Government of National Unity, Abdul Hamid al-Dabaiba, commented that the third meeting of the Council of Ministers will not be held in the city of Benghazi, that there are those who have not yet understood that we have a historic opportunity to work on gathering the diaspora of Libyans and establishing a real state that preserves our pride and dignity. And that the third meeting of the Council of Ministers was supposed to be held in Benghazi and that the Government of National Unity represents all Libyans, and that it is concerned with solving their problems in all cities and villages without exception.

The spokesman for the Interim Government of National Unity, Muhammad Hammouda, also announced that the Presidency of the Council of Ministers of the National Unity Government decided to postpone the date of the cabinet meeting that was scheduled to be held in Benghazi, provided that preparations for a later date take place as soon as possible. 

The General Command of the Libyan Army reacted by denying the news published by some parties and talking about the lack of security in the city of Benghazi, which caused the cancellation of the cabinet meeting and the government’s visit to the city, and the General Command considered in a statement that these rumours were leaked by the media and social networks, considering that this is targeting from the enemies of Libya, the enemies of security and safety, and those seeking to divide the country, as well as not respecting the successes achieved by the Libyan people in recent months, confirming that security prevails in eastern Libya thanks to the sacrifices of army personnel, refuting what was published in media outlets that called them extremists and professed hate speech and sowed the seeds of discord  between Libyans, expressing their full readiness to receive high-level delegations and to ensure their security and safety at the highest level, and that the General Command of the Army welcomes the holding of a meeting of the Council of Ministers of the Interim Government in any of the areas it secures, especially in the city of Benghazi, with its coordination with the Ministry of Interior and its agencies in the city of Benghazi for protection And insurance and not transferring elements from other cities controlled by militias and security chaos, especially in the areas that secure the armed forces, governmental services a regular security force with extensive security experience and knowledge supported by military units with a high level of training, preparation and organization, according to the statement.

The Joint Military Committee 5 + 5 is a step forward .. The coastal road opening is approaching

The head of the Presidential Council, Dr. Mohamed Al-Manfi chaired the meeting of the Joint Military Committee 5 + 5, at its headquarters in the Ouagadougou halls complex in Sirte, and the council’s media office stated that the meeting came to unveil the most important challenges facing its work. The head of the council also discussed with the members of the committee the issue of opening the coastal road and the extent of the readiness of the committee and the committees emanating from it in starting the opening of the road in terms of logistical equipment, security stops and mine clearance, indicating that an amount was allocated to support the operation, for its part, the committee reported that the road opening is in its final stages.  As the area surveyed of mines was completed, and most of the security detentions were established, stressing that most of the logistical measures are in their final stages, and the President of the Presidential Council held a joint meeting with the sub-committees emanating from the 5 + 5 Committee, to discuss its working mechanism, the latest developments and the challenges it faces. , appreciating their efforts, and reiterating the emphasis on overcoming all difficulties in order to achieve the desired goals.

The elections in Libya enjoy great European support, as France and Germany also signed an agreement to support the elections in the country, and the French ambassador to Libya, Beatrice Le Frappe du Helen signed a new agreement to support the elections in Libya with an additional million euros, and the French embassy in Libya announced the signing of an agreement with The Resident Representative of the United Nations Development Program, Gerardo Noto, under which France commits to pay 1 million euros to support the project of preparing for the Libyan elections of the United Nations Development Program, and to raise the total French financial support for the project to one million and 850 thousand euros, and the embassy confirmed that her country raised the value of its contribution to The United Nations Development Program (UNDP) project to promote elections in Libya, being the first step towards democracy. The French embassy in Libya stated that among the project’s initiatives are the purchase of 12,000 ballot boxes and the issuance of voter cards to be used as one of the basic requirements for determining the identity of voters at the polling stations to ensure the transparency of the process. The project also works to support the High National Elections Commission in Libya to prepare for and conduct national elections among them, Capacity development assistance, strengthening the voter registration system. During the signing ceremony, the Ambassador stated that France is fully committed to supporting the Libyan presidential and parliamentary elections on December 24, 2021.

0 immigrants survived drowning off the Libyan coast

Germany strengthens UNICEF’s support to contribute to containing the spread of Corona in Libya

The German government announced that it will provide 5 million and 973 thousand dollars to UNICEF to help contain the spread of the Coronavirus in Libya and mitigate its economic effects.

The German Ministry of Economic Cooperation and Development stated that the funding targets 4,800,000 people, including 409,000 immigrants, and 274,000 displaced persons, and focuses on organizing community campaigns to enhance child protection, in addition to providing drinking water and sanitation services, and improving health services, in partnership with the  temporary government of National Unity, organizations and the private sector.
