The Parliament of the Executive Authority approves in principle a discriminatory law that enables it to fire employees on the basis of their ideological or political affiliation …. and approves borrowing from the World Bank
The Committee on Constitutional and Legislative Affairs in the House of Representatives, headed by Counselor Ibrahim Henidi, approved, in its meeting now, a draft amendment to Law N° 10-1972 regarding dismissal without a disciplinary path, submitted by MP Ali Badr and more than 60 deputies in principle. The Secretary of the Constitutional and Legislative Affairs Committee said that the law was in accordance with the constitution and the internal regulations of the House of Representatives, and the urgent need to issue this law emerged in light of the fight against terrorism within the state’s administrative apparatus.
The law stipulates that if the name of the employee involved falls from the list of terrorist entities, he maintains his right to return to work again. It is noteworthy that the terrorist Brotherhood has been classified by a court ruling as a terrorist group, and Counsellor Sayed Shaarawy, representative of the Ministry of Justice, confirmed that the non-disciplinary dismissal bill achieved the difficult equation between the societal interest and renunciation on the extremist ideas destructive of the state, and the existence of a legal guarantee, whether in the material return or the grievance before the administrative court. He added that the project does not contain discrimination, if it is not viewed as a single article, but as a whole under the constitutional provisions.
The Parliament’s Health Affairs Committee also approved, during its meeting on Tuesday, Presidential Decree N° 190-2021 approving a loan agreement between Egypt and the World Bank for Reconstruction and Development regarding a project to support the comprehensive health insurance system in Egypt with an amount of $400 million, signed on 20/1/2021, 21/1/2021.
The agreement aims to finance the subscriptions of those who are unable to participate in the comprehensive health insurance system, rehabilitate the infrastructure in the governorates in which the new system will be applied, as well as provide institutional support for the new system 2021.

In this context, the security services in Alexandria Governorate arrested, last Thursday, approximately 30 residents of nadi al sayd area, during their dispersal of a protest sit-in for the people in protest against the decision to displace them from their homes to the Bashayer Al-Khair area in the governorate, without explaining the transportation plan and compensating the people, according to a lawyer. Major changes in Egyptian foreign policy

In addition, Turkey has been striving hard in the few months of the past year to mend relations with regional powers, and sent a delegation to Cairo for talks, and its foreign minister, Cavus Davutoglu, held talks in Riyadh with his Saudi counterpart, Erdogan told TRT news channel, they have great potential for cooperation with Egypt in a wide range of fields and areas from the eastern Mediterranean to Libya, and that he loves the Egyptian people and therefore they are determined to resume this process.

The Supreme Council of Judicial Bodies issued historic decisions during its meeting headed by President Abdel Fattah El-Sisi, and included the following decisions:

- Unifying the financial dues between the corresponding degrees in the four judicial bodies and authorities,

- Providing the State Litigation Authority with the reasons for not accepting the applicant for appointment to judicial positions and submit them to the judicial authority in the pending cases
- Not to repeat the delegation of a single judicial member in more than one entity - except for the Ministry of Justice - with a time limit for the delegation period.
- Approval of the establishment of the City of Justice in the Administrative Capital, and each body and judicial authority must submit its requests to the Ministry of Justice.
On the other hand, the founder of the “Platform is Her Right” campaign, Omnia Jadallah, filed last Saturday a lawsuit to the administrative court, challenging the decision of the State Council issued on March 14; By limiting the submission of the exceptional batch in the State Council to members of the Administrative Prosecution Authority and the State Litigation Authority, this meant excluding female lawyers and members of the teaching staff from the decision, which Jadallah considered in violation of the law of the State Council and the Constitution, due to its discrimination. Jadallah is being against: The President of the Republic, the Minister of Justice, and the President of the State Council. The case was registered under N° 51786 of the administrative judiciary, while a session for its consideration has not yet been set, and this is the fifth appeal submitted by Jadallah. The third lawsuitis against the State Council, in her continuous attempts to join the council, since her graduation in 2013, adding: “Even when women were accepted into the council, there was discrimination and violation of the law.”
After the release of 30 defendants in Case n°960-2020, the cycle of rotation and renewal swallows the ages of activists behind bars
Yesterday, the Third Circuit (terrorism) of the Cairo Criminal Court, held at the Institute of Police Trustees in Tora, decided yesterday to end the pre-trial detention of about 30 defendants in Case 960-2020. The Criminal Court considered the renewal of the detention of the researcher at the Egyptian Initiative for Personal Rights, and a master’s student at the University of Bologna, Patrick George Zaki. Fire of the penitentiary institution in Al-Marg: 4 accused are imprisoned for 15 days, pending investigations
The opposition judge in the Marg Court decided to renew the detention of 4 defendants for 15 days, for the death of 6 children and the injury of 19 others in a fire that broke out in the penitentiary institution in Marg, and the prosecution requested the medical report of the children injured in the fire and assigned the Public Prosecution to follow up immediately with the hospitals that the children were taken to. The Council continues to consider the electoral law, as the Committee on Internal Regulation, Immunity, Parliamentary Laws, and Electoral Laws continued to discuss and vote on the chapters of Bills related to amending the electoral law in its session held on June 03rd, 2021, and after extensive discussion, the committee ended up voting on a number of chapters of the proposed law N° 20-2021,and the most important amendments listed were related to the following points:
- Raising the prescription deadline for electoral crimes from three to five years.
- Defining the referendum as a democratic mechanism that is exercised in the form of direct general suffrage to which voters are called to decide on constitutional, legislative or local issues.
- Mentioning the possibility of adopting remote registration within the Republic in cases where it is not required to prove a new physical address or where the physical address is identical to the address indicated in the national identification card
- Enable the authority to approve mobile offices for registration
- Prohibition of running for membership in the Assembly of the Representatives of the People and for the presidential elections shall be imposed on anyone who bears responsibility within the facilitating body of an assembly during the twelve months preceding the election day
- Establishing an urgent appeal system for the electoral campaign.
- Inclusion of provisions related to the organization of the local referendum stipulated in the Local Authorities Code within the electoral law.
Moussi also continued her reviews inside the parliament, where a number of members of the parliament’s office announced on Thursday, June 3, 2021, their withdrawal from his work, threatening to suspend their membership against the background of what they considered the practice of Representative Abir Moussi “deliberate confusion and bullying”, and MP Samia Abbou described in her statement that Abir Moussi’s acts are mere “thugry and bullying.”

The temporary Authority responsible for the monitoring of the constitutionality of laws decided to remand the revised draft law relating to the Constitutional Court to the President of the Republic, due to the lack of the required majority within the body to take a decision in its regard. The commission did not reach the required decision regarding the appeal submitted by a number of deputies. The members of the Authority were divided between supporters of the appeal and those who rejected it. Based on the division and the failure to take a final decision, the commission decided to refer the law to the Presidency of the Republic to take the appropriate decision upon it.

Governmental work: The work of the third session of the Higher Council for Tunisian-French Cooperation, in the presence of the French Prime Minister, induces to the signature of a number of agreements
On Wednesday evening, June 2nd , 2021, Prime Minister Hichem Mechichi received French Prime Minister Jean Castax, who made an official visit to Tunisia on June 02 and 03, in the honorary hall of Tunis Carthage International Airport. The French Prime Minister is accompanied on this visit by a ministerial delegation and a number of heads of French economic institutions. Jean Castax highlighted that the security challenges of the two countries were addressed in depth and in practical and tangible ways in order to further enhance cooperation in this context, recalling that the two countries face major challenges on their territories, especially in the fight against terrorism, noting that Tunisia’s accession to the “Christchurch Call” to combat cyber extremism constitutes an important stage to both countries, as well as with regards to cooperation at the level of migration and the movement of individuals, recalling in this context the need for France and its European partners to strengthen cooperation frameworks in the field of migration and the need to control the flow of illegal migrants. He also added that the Libyan dossier was also addressed, in this sense Tunisia and France join forces within the framework of the Security Council and the United Nations to support the process of restoring stability in Libya, indicating that this is a vital issue for Tunisia’s security and development.
During this meeting, a number of Tunisian-French cooperation agreements were signed under the supervision of Chief of government Hichem Mechichi and French Prime Minister Jean Castax, and in the presence of the delegations of the two countries. Most of these agreements were related to the economic aspect of Tunisia and the attempt to advance it.
The Chief of Government also paid a visit to Qatar, where he had a meeting with the Prime Minister and Minister of Interior of Qatar.
Minister of Foreign Affairs, Immigration and Tunisians Abroad, Mr. Othman Jarandi, also held a meeting with Mr. Jean-Yves Le Drian, French Minister for Europe and Foreign Affairs, on the occasion of his visit to our country as part of the high-level delegation accompanying the French Prime Minister Jean-Castax. During this meeting, a number of French-Tunisian joint cooperation agreements in different fields were agreed upon, namely:
- Sovereign loan agreement to finance a project aimed at raising the Tunisian capabilities to confront natural disasters.
- A partnership agreement to develop the industrial and environmental capabilities of the two desalination plants between the National Company for Water Exploitation and Distribution (SONEDE), the French Development Agency and the French company Aquassay.
- A financing agreement to create an environmental and social management system at the Merchant Marine and Ports Office.
- Sovereign loan agreement for the benefit of the Office of the Merchant Navy and Ports.
- A declaration of intent document to support cooperation in the commercial field.
- Partnership and cooperation agreement in the agricultural field.
- A declaration of intent document in the digital field.
Being stripped, dragged on the public road and accused of murder under torture: Security crimes take a systematic and institutional nature
Tunisia lived on Tuesday, June 8th, in what could be considered the ugliest, most terrifying and criminal scenes since the end of the rule of Ben Ali. These events took place in the Sidi Hssine area when a minor was stripped of all his clothes, dragged and assaulted publically by security men and then detained in inhuman circumstances. A large group of organizations and unions issued a statement condemning the incident, which they consider to be a convict and a criminal, and any attempt to float it or belittle it can only result in the denial of a clear and confirmed crime and support the path of impunity in the security crimes that have escalated in recent years and become systematic and institutional.
It also held the Prime Minister and the Acting Minister of Interior responsible for the deviation in the security establishment towards leniency in wasting the lives of Tunisian women and men and trampling their dignity, and calls on him to take urgent measures that do justice to the victims and their families, restore respect for them, and put an end to the security establishment’s employment in solving social, economic and political crises away from repugnant discourses about protecting Rights and Freedoms and called for a press conference on Tuesday, June 15th, starting from ten in the morning at the headquarters of the National Union of Tunisian Journalists, in the presence of the families of the victims, in order to enlighten public opinion more about what happened in the aforementioned two crimes, and to announce the total procedures required in this regard.
The inhumane security practices did not stop there. On the same day, the neighbourhood of Al-Jayara witnessed a death in suspicious circumstances of the young Ahmed ben Moncef ben Ammar after he was arrested by the security agents, which sparked popular protests condemning the practices of the security forces and demanding effective accountability for the perpetrators.
The former member of the Revolution Protection Leagues and the mayor of ‘Le Kram’ , Fathi Ayouni, bullyies journalists and media professionals out of the state’s control
In a dangerous precedent, militias affiliated with the mayor of Le Kram besieged and stormed into the headquarters of Shams FM radio station and attacked its employees verbally and materially, as well as threatened a number of journalists.
The mayor harnessed the capabilities of the municipality of Kram in order to carry out this attack, which reminds us of his past with the “revolutionary protection leagues that ravaged the country and had a series of attacks on media institutions and national organizations.
