The National Elections Authority ends the works of the first round of the elections and refers the matter to the Court of Cassation and the Supreme Administrative Court. 

The National Elections Authority, headed by Counsellor Ibrahim Lasheen, the deputy head of the Court of Cassation, announced the ending of the voting operations of Egyptians at home in the run-off the first phase of the parliamentary elections at 9 p.m and the heads of the sub-committees start in counting the ballot boxes inside the headquarters of the committees.

The Supreme Administrative Court, the first circuit in subject, issued its rulings concerning 112 appeals against the results of the second phase of the parliamentary elections 2020 without accepting any appeal.

The rulings varied among rejection, referral to the Court of Cassation for jurisdiction and non acceptance

On Monday, the Cairo Criminal Court decided to add the Egyptian activist, Alaa Abdel-Fattah, former presidential candidate, Abdel Moneim Aboul Fotouh,human rights activist, Muhammad al-Baqir, and 25 others on the lists of terrorists. The decision was issued at the request of the Supreme State Security Prosecution, as it included adding the Muslim Brotherhood on the list of terrorist entities. The decision provides for adding the names on the list for a period of five years from the date of its issuance.

The concerted judicial, security and media efforts  in the war against the Egyptian Initiative for Personal Rights is a new episode of the horror series against Egyptian civil society

In a continuing escalation, the executive director of the Egyptian Initiative for Personal Rights, Gasser Abdel Razek, joined his colleagues who are being held in pretrial detention, after the Supreme State Security Prosecution decided to imprison him for 15 days pending investigations in Case No. 855 of 2020. While international and domestic condemnations continued for the security crackdown on the “Initiative” team

The prosecution charged Abdel Razek with “joining a terrorist group, broadcasting false statements that disturb public security and harm the public interest, and using an online account to spread false news”. Earlier this week, the prosecution decided to detain the administrative director of the human rights organization Mohamed Bashir, and the director of the organization’s criminal justice unit, Karim Anara, for 15 days for  each of them pending investigations in the same case.

On the other hand, the international and domestic human rights convictions did not stop, which accelerated with the arrest of Abdel Razek, as Rafina Shamdasani, spokeswoman for the United Nations High Commissioner for Human Rights, issued a detailed statement about the facts of the arrest and investigation of members of the initiative. She described the use of anti-corruption laws, terrorism and vague accusations of criminalizing the work of human rights defenders that it contradicts Egypt’s international obligations towards international human rights law. In addition to human rights condemnations, several codemnations were issued by prominent politicians, headed by members of the US Congress.

Coinciding with the security crackdown, an attack began from a number of newspapers and websites led by Youm 7 and Sout Al Omma, and were joined by Al-Watan, Al-Dustour, and Mabtada, which published reports, with almost similar allegations, about work of the Initiative is based on anonymous sources or the opinions of researchers.

According to lawyers, Abdel Razek said that the authorities shaved his hair and placed him in a solitary confinement that he had not left since Friday morning. And he had to sleep on an iron bed without a mattress or heavy clothes, which caused his constant feeling of cold, adding that his money and belongings were seized.

Coronavirus: A legalized way of suffering in the Egyptian prisons and among the marginalized groups

On the side of confronting the Coronavirus, Egypt officially announced the entry of the country into the second wave of the emerging Coronavirus.

This came according to what the Minister of Health and Population Hala Zayed said, during her meeting with Bahaa El Din Zidan, the head of the Unified Purchase Authority, and Tamer Essam, the head of the Egyptian Medicines Authority, to determine the availability of medicines and medical supplies, coinciding with the start of the second wave of the epidemic.

The Egyptian Cabinet denied suspending all activities that would hold any gatherings, suspending studies in schools and universities, and granting vacations to employees, as part of measures to combat the Coronavirus.

The Ministry of Interior denied the allegation that the Coronavirus had spread among the prisoners, stressing that what had been circulated in this regard was completely false. No cases of infection were detected, and the source confirmed that on 10/03/2020, the visit was suspended in all prisons and penitentiaries of the prison sector, in the interest of the public health of the prisoners, and in accordance with the Prisons’ Law, and the visits were resumed on 22/08/2020 while taking all the preventive,precautionary and health measures 

The Medical Syndicate addressed the Ministry of Health to include Corona as the cause of death in the civil status extracts of the martyrs of doctors. As the cause of death is consistently recorded in the death certificate of the Corona martyrs of the doctors is an acute pneumonia without referring to Corona as a cause and thus depriving the family of the martyr from increasing the pension as a work injury  

According to the Egyptian Medical Syndicate page, the number of victims among doctors in combating Coronavirus has reached 206 martyrs.

Libya

The Libyan file: Between the Libyan file and the international balances?

A member of the Libyan House of Representatives confirmed that the members of the House who are meeting in Tangiers, Morocco, agreed to hold the next session in Ghadames. Then they would hold another session in Benghazi, and to open branches of the House’s office in various Libyan cities in order to hold sessions in any city, while the UN mission to Libya expressed its hope that the Libyan parliament would seek to complete the road map to find a solution.

Saleh Afhimeya who participates in the meetings in Tangiers, stated to the Libyan “African News Gate” website that a number of representatives work to write a statement that would be voted in the session. He explained that The statement includes what was agreed upon concerning holding the coming session in Ghadames, in addition to giving assurances to the international community that the meetings of the representatives in Tangiers don’t contradict with the path of the political forum which is held under the auspices of the UN, but they complete it. Afhimeya mentioned that the participating members from the House of Representatives in the forum, presented during the morning session a briefing on the proceedings of the Talk in Tunisia. He asserted that the House of Representatives seeks to do its role and its obligations regarding the elections law of the Presidential and Legislative authority till making the election which is scheduled on the 24th of December of 2021, according to a solid legal basis.

In a statement, the Mission welcomed the meeting of the representatives in Morocco, and described it as a positive step. However it called on the House of Representatives to implement a road map that was agreed upon in the dialogue forum in Tunisia in order to hold elections in December 2021.

 Ali Abdel Aal, the Speaker of the Egyptian Parliament, called on his Libyan counterpart Aguila Saleh to hold a consultative meeting in order to support the dialogue among Libyans through their official institutions. Besides searching for a political solution for the Libyan crisis in the framework of completing the meetings of Cairo with the members of the Libyan Parliament. Abdel Al Aal confirmed that the call is open for all the representatives of the Libyan Parliament who want to participate in order to restore the understanding among all the members and agree upon all the principles of the political solution of the Libyan crisis.

The Libyan wealth: A desired prey for the American peace

On another level, the US Embassy in Libya confirmed that the attempts of the armed groups to make pressure over the employees of the National Oil Corporation or impede the transparent administration of the power sector, contradict completely with the aspirations of the Libyan for a brighter and prosperous future. And the Embassy renewed in a statement, its confirmation for the support of the USA to the National Oil Corporation while it undertakes Its mandate is politically neutral and technocratically on behalf of all Libyans.

The statement of the US Embassy comes after a day from the attempts of an armed group to break into the building of the National Oil Corporation in Tripoli, protesting routine administrative changes which included a number of the leaders of the Corporation and its affiliated companies, according to a source from the Corporation. The National Oil corporation had described what happened as “a terrorist act”. It said that “some lawless armed gangs” tried to enter forcibly to the main headquarter, adding that the Petroleum Facilities Guard force charged with protecting the institution’s building was surprised by the arrival of armed vehicles in the opposite direction to traffic.They made some “anarchist movements”, which holding weapons and attempted to break in the outer fence of the corporation’s building, according to the corporation’s statement. The Ministry of Interior of the Government of National Accord issued a statement regarding the attack on the headquarters of the National Oil Corporation, in which it pledged to deal with “outlaws with the most severe measures.   

The acting head of the UN mission to Libya, Stephanie Williams, called on officials in Libya and the people to “not allow those who are fighting by all means” who want to keep the country’s situation as it is. And Williams confirmed, in an interview with the United Nations News website, that she warns Libyans from those who “are misleading them”,with fabricated news and campaigns, and those who want to steal from them the opportunity to establish peace and change the country’s situation for the better. She also praised the role played by the delegations of the Libyan Joint Military Committee (5 + 5), who signed the ceasefire agreement on behalf of the Government of National Accord and the General Command forces, and praised on their work, saying: “What you have accomplished here requires a great deal of courage. You have gathered for the sake of Libya and your people to take tangible steps to end their suffering.” Williams pointed to the role of the women’s bloc that participated in the forum, and the importance of the role of women in building and making peace, and said: “They really deserve their weight in gold regarding their presence at the negotiating table,” after 17 women out of 75 Libyan figures who participated in the Libyan Political Forum in Tunisia.

On the human rights level, the Public Authority for Search and Identification of Missing Persons announced the discovery of a new tomb in the city of Tarhuna, south of the capital, Tripoli. The director of the body’s search department said, “the recovery teams have so far removed two bodies from the grave in area No.4 in (Al Dawayem’s land) in Tarhuna. He pointed out that “the recovery work is still ongoing, which makes the number of discovered bodies could increase.”

At the health level, the National Centre for Disease Control announced recording 617 new cases of infection with the emerging Coronavirus. In addition to 610 cases of recovery and 15 death cases due to the epidemic during the past 24 hours. The Center said in its statement No.259 which was published on its page on facebook, that it received 4156 samples of the tests to discover the infection with Coronavirus which revealed that 3539 samples are negative and 617 samples are positive, including 406 news cases and 211 samples that contacted infected persons.

Tunisia

The Assembly’s tension due to the budget of 2020 

The amended budget of 2020 is the major concern of the Assembly during this week. And in this context, the financial committee accused the minister of finance of commiting mistakes. The bureau of the Assembly decided to hold a plenary session on the 27th of November in order to consider the complete financial law of 2020, while holding another session on the 28th of November in order to discuss the financial bill of 2021. In a session of Saturday, the 28th of November, it is expected that the Prime Minister Hisham El Mechichi would present the government’s statement.

In its final statement during the 45th round of the Shura council, the Ennahda Movement criticized the amended financial bill of 2020 and presented a set of suggestions which could solve the economic problems, according to the statement.

The financial, planning and development committee has witnessed a state of tension and disagreement in the point of views. A number of representatives and with them the head of the committee, Heikal Al Mekki, considered that the minister of economy,finance and investment support, Ali Al Kaali gave wrong information that there is an agreement with the governor of the Central Bank concerning the supplementary financial bill of 2020. While Mounir Al Bulty, the member of the committee from the Heart of Tunisia bloc, considered that this information is wrong. Then the committee witnessed tension and trading accusations between Al Mekki and Al Bulty so some representatives intervened to calm the atmosphere and resume the work

A parliamentary follow up the conditions of the judges and the health situation 

In following up the parliamentary work, Rached Ghannouchi, the speaker of the Assembly of the Representatives of the People supervised the meeting of the presidents’ symposium on wednesday the 18th of November of 2020, with the presence of the two deputies of the speaker of the Assembly, the members of the bureau, the heads of the permanent and special committees, and the heads of the blocs. 

He explained the importance of the work of the parliament on the foreign level, indicating in this context the readiness to host the 16th session of the Union of Parliaments of the Member States of the Organization of Islamic Cooperation.

The works of the presidents’ seminar by turns concerning the legislative priorities and setting the schedule of the 1st third of the legislative work of 2021. It was confirmed that the work in the coming period would be on the draft law that has a financial, economic and social nature which reflect the compass of the street and improve the live of the citizen together with completing the formation of the constitutional bodies, besides giving the priority to review the bylaws of the Assembly in order to develop the performance and the governance of the parliamentary work. 

The meeting discussed the issue of completing the process of forming the Constitutional Court. The need to create a new dynamic to complete that process was confirmed and the bureau of the Assembly made a pledge concerning this issue through cooperating with the heads of the blocs in order to make an electoral session, and approve the draft law and the proposed law related to the revision of the basic law which is related to the Constitutional Court. In a recent statement, the Speaker of the Assembly of the Representatives of the People, Rached Ghannouchi called for holding a comprehensive national dialogue over all the economic, social and political issues, and the national priorities.

Regarding the judicial movement that raised a great controversy, specially for the lady, Eshraq Shebil and the judge, Basheer Al Ekremy and after the submitted requests for rejection by them, the members of the Sectoral Council of the Judges approved with the majority during their session that was held on Thursday, the requests for rejection from the wife of the President of the Republic, the Judge Eshraq Shebil regarding transferring her to the Court of Appeal in Sfax. And it is expected to bring her back to work in one of the courts of the “ great Tounes”. It is also expected to declare the results of the rejections of the previous annual movement of judges before the start of the next week, at the most.

The parties’ inner wars:

Concerning the partisan scene, it witnesses a critical situation and inner conflicts in every party. As a result of the statement of Al Tayeb Rached in a tv interview which was broadcasted this week, the Democratic bloc submitted an appeal on Tuesday, the 24th of November of 2020, to the Temporary Body for Monitoring the Constitutionality of Draft Laws, against the presidency of Al Tayeb Rached to the Body. The bloc directed a call to the Supreme Council of Judges to suspend him from practicing his work in the Body until judging in the suspicion against him.

The bloc explained that Al Rached stated in his statement that he intended previously to raise a lawsuit against the representatives of the Democratic bloc due to its rejection against the decision of the exceptional procedures in a plenary session at the beginning of October.  The representative, Samia Abbou considered, during a press conference which was organized by the bloc in the Assembly of the Representatives of the People, that the statements of Al Tayeb Rached who is the head of the Commenting Court, are very dangerous and blow the credibility of the Temporary Body for Monitoring the Constitutionality of Draft Laws and its independence.  In the same context, the later answered that the Judiciary has witnessed many pressures during the past 10 years, saying “what happens today is a pressure.. There is a body that makes pressures over the Judiciary.. Personally, I wasn’t subordinated to any pressures from the Executive Authority throughout my career”.  He also confirmed that the Judiciary has witnessed a usurpation by the Assembly.

The state falls into the clutches of the epidemic, bankruptcy and floods.

One of the prominent events that attracted the citizens this week was the heavy rain in the country during the end of the past week, which caused a lot of accidents, and material and human losses.  Among them was the collapse of a wall of a primary school that its construction wasn’t from a long time, and if it were not a day off, a real disaster would have occurred that may have claimed the lives of dozens of students. It also causes interruption in the traffic and metro.. This also led to human losses, represented by the fall of a 20-year-old girl into a manhole after returning home due to rain. Sovereign’s sectors are dying due to the decline of the health sector:

Private hospitals continue to exploit the health conditions of patients and extort them financially. After the death of the judge who died due to her inability to get the fees of treatment, a security guard who is a member of the National Guard had a serious traffic accident on the 30th of September 30 of 2020, which necessitated his transfer to one of the chospital of the region, and the costs of his treatment amounted to 80 thousand dinars and due to the limited income of the guard’s family, they failed to pay the costs till today. The brother of the injured guard sold his (rural transport) in order to be able to pay the amount of 35 thousand dinars, while the hospital refused  to allow his transfer to the Internal Security Forces Hospital in the dock, until the rest of the amount is paid, despite his critical and deteriorating health condition. In this context, there is another case related to the death of a young judge in a hospital who let a blank check to pay the costs of his treatment.

Does the vaccination represent a solution for the current health situation in the country?

One of the good signs regarding the epidemiological situation is that the pfizer vaccine against Corona may obtain approval from the competent authority in Britain within a week. The director of the Pasteur Institute, Al Hashemi Al Wazir also confirmed  that Tunisia would start providing Corona vaccinations before the end of next May. The Ministry of Health is currently working to provide equipment for keeping the vaccine.

Due to the proportional improvement in the epidemiological situation in the country, the government has tended to reduce Corona’s measures by reopening places of worship to hold the five daily prayers, as well as the weekly markets in Greater Tounes, allowing restaurants and nightclubs to operate until seven o’clock at night and continuing to work at night without receiving customers through the free delivery service. 

In an attempt to evaluate the current health situation in the country, a conference was held on children’s rights and the sustainable development goals entitled “What Policies in the Time of the COVID-19 Pandemic?” On Tuesday, the 24th of November of 2020, the deputy head of the Committee on the Rights of the Child at the United Nations, Hatem Qatran, said that the current situation and quarantine decisions have contributed to exacerbating discrimination and inequality in rights among children in Tunisia. 

Following up the health situation, a press conference was held on Wednesday, the 25th of November to provide citizens with the latest developments. Al Hashemi Al Wazir who is the Director of the Pasteur Institute, stated  that 13 vaccines around the world have reached the last clinical stages, including vaccines whose efficacy have been declared between 70 and 90%, and that the competent health authorities in Tunisia are following up these vaccines and verifying their side effects before purchasing an amount of it.

The oil and gas crisis obscures the rest of the protests

The country is living under the impact of many protest movements and strikes, including the press sector. Since today, Monday, the 23rd of November of 2020, journalists are involved in a series of protest movements, due to the continuing policy of procrastination which is practiced by the government and became more evident with the failure of the government to publish the joint framework agreement for journalists despite the administrative court’s decision to urgently publish this agreement and more than a week after the issuance of this ruling has passed. Gaz crisis 

The recent protest movements that took place in many cities such as Kairouan and El Kef, led to a real crisis in this sector, which caused the loss of gas cylinders in the country and in the governorate of El Kef, and the increase in their prices. The series of these protests was represented in the strike by the employees of the oil company ‘Birenco’ in Kerkennah for a period of 3 days, as well as in the Douleb’s sit-in in Al-Ayoun, in which the workers of the oil field made a strike and the establishment’s circuit breakers were stopped as a protest movement.

On Monday evening, the petrol stations in Sfax witnessed great pressure, with queues of cars waiting to be supplied with petrol, with a state of congestion and tension among the car owners due to fears of a fuel crisis.

Significant increase in the level of crime and violence

On Thursday, the 19th of November of 2020, the Minister of National Defense Ibrahim Al-Bartaji revealed during a hearing at the Committee for Organizing the Administration and the Affairs of the Armed Forces in Parliament that joint security units (security and defense) had arrested a support cell during the current month that was providing terrorists who centered in the Al-Maghila Mountains with supplies and materials used to prepare explosivecharges.The Minister of Defense added that 4 terrorist leaders were killed, while causing confirmed injuries with others, and that they had succeeded in seizing quantities of weapons, ammunition and electronic equipment.

During the same session, Minister of National Defense Ibrahim Al-Bartaji revealed that members of the army who had communicated with other parties regarding terrorism had been stopped, and a number of other army personnel, especially in the south, had been stopped as they had provided smugglers with information about the presence of military formations to escape surveillance, according to his assertion.

An investigative judge at the Tounes Court of First Instance undertook to investigate the circumstances surrounding the involvement of two security forces working in one of the security areas in the capital, in sharing 100,000 dinars with a young man who seized it from the owner of a private company.

The Interior Minister Tawfiq Sharaf Al Din confirmed during a hearing at the Committee for Organizing the Administration and Affairs of the Armed Forces on Thursday, the 19th of November 2020, his intention to implement the mobile camera program for security personnel during the performance of their work, with the aim of imparting more transparency and clarity in the dealings of security personnel with citizens. He stressed that adopting portable cameras would protect the security agent from being targeted and locate him even during terrorist operations.

Regarding the deteriorating economic conditions in the country, the Tunisian youth are still trying to escape from this situation through irregular migration, as the agents of the National Security District in Megrine at dawn on Sunday, thwarted an immigration attempt of 11 young men who tried to sneak inside the ships which are anchored in the port of Rades to sail to Europe.

In the midst of this state of tension, the level of violence is increasing, as the Minister of Women, Family and Elderly People revealed during a press conference in the capital, about 14 thousand notices were received on the number 1899, most of them related to violence against women and 4,700 calls were received on  the number1809, including 500 calls related to reporting cases of Violence against children..
